Tanggal 9 November 1945, Mansergh menyerahkan 2 surat kepada Gubernur Suryo. Yang pertama berupa ULTIMATUM yang ditujukan kepada “All Indonesians of Sourabaya” lengkap dengan “Instructions”. Yang kedua merupakan penjelasan/rincian dari ultimatum tersebut.
Bunyi ultimatum yang disebarkan sebagai pamflet melalui pesawat udara pada 9 November 1945 pukul 14.00 adalah sebagai berikut:
“November, 9th. 1945.
TO ALL INDONESIANS OF SOERABAYA.
On October 28th, the Indonesians of Soerabaya treacherously and without provocation, suddenly attacked the british Forces who came for the purpose of disarming and concentrating the Japanese Forces, of bringing relief to Allied prisoners of war and internees, and of maintaining law and order. In the fighting which ensued British personel were killed or wounded, some are missing, interned women and children were massacred, and finally Brigadier Mallaby was foully murdered when trying to implement the truce which had been broken in spite of Indonesian undertakings.
The above crimes against civilization cannot go unpunished. Unless therefore, the following ordes are obeyed without fail by 06.00 hours on 10th.November at the latest, I shall enforce them with all the sea, land and air forces at my disposal, and those Indonesians who have failed to obey my orders will be solely responsible for the bloodshed which must inevitably ensue.

Instructions
My orders are:
1. All hostages held by the Indonesians will be returned in good condition by 10.00 hours 9th. November.
2. All Indonesian leaders, including the leaders of the Youth Movements, the Chief Police and the the Chief Official of the Soerabaya Radio will report at Bataviaweg by 18.00 hours, 9th November. They will approach in single file carrying any arms they possess. These arms will be laid down at a point 100 yards from the rendezvous, after which the Indonesians will approached with their hands above their heads and will taken into custody, and must be prepared to sign a document of unconditional surrender.
3. (a) All Indonesians unauthorized to carry arms and who are in possession of same will report either to the roadside Westerbuitenweg between South of the railway and North of the Mosque or to the junction of Darmo Boulevard and Coen Boulevard by 18.00 hours 9 th November, carrying a white flag and proceeding in single file. They will lay down their arms in the same manner as prescribed in the preceeding paragraphs. After laying down their arms they will be permitted to return to their homes. Arms and equipment so dumped will taken over by the uniformed police and regular T.K.R. and guarded untill dumps are later taken over by Allied Forces from the uniformed police and regular T.K.R.
(b) Those authorises to carry arms are only the uniformed police and the regular T.K.R.
4. These will thereafter be a search of the city by Allied Forces and anyone found in possession of firearms of conealing them will be liable to sentence of death.
5. Any attemp to attack or molest the Allied internees will be punishable by death.
6. Any Indonesian women and children who wish to leave the city may do so provided that they leave by 19.00 hours on 9th November and go only towards Modjokerto or Sidoardjo by road.
